The Higher Education Students’ Loans Board (HESLB) is a statutory body in Tanzania established under the Higher Education Students’ Loans Board Act No. 9 of 2004, with subsequent amendments in 2007, 2014, and 2016. Its primary mandate is to provide financial support in the form of loans and grants to Tanzanian students who demonstrate both need and merit, enabling them to pursue higher education at accredited institutions within and outside the country.

HESLB plays a pivotal role in promoting equal access to education by bridging the financial gap for students from economically disadvantaged backgrounds. The board identifies eligible candidates through a rigorous and transparent application process, ensuring that only those who genuinely qualify receive the necessary assistance.

The Higher Education Students’ Loans Board (HESLB) has introduced diploma loans for the first time in the 2023/2024 academic year, focusing on six priority programs critical to Tanzania’s development. These include:

  1. Health and Allied Sciences: Training healthcare professionals to enhance public health services.
  2. Education and Teaching: Preparing skilled educators to improve literacy and education quality.
  3. Transport and Logistics: Building expertise to support trade, infrastructure, and supply chains.
  4. Energy Engineering: Developing professionals for sustainable energy solutions.
  5. Mining and Earth Sciences: Equipping graduates for sustainable resource exploration and extraction.
  6. Agriculture and Livestock: Advancing modern farming and agribusiness for food security.

These programs address national priorities, ensuring financial support aligns with skill gaps and economic growth goals.
